Land use permits are essential tools that guide development and ensure projects align with local zoning, environmental regulations, and community goals. Whether you’re building a new structure, renovating an existing property, or changing the use of a space, obtaining the appropriate permit is a crucial step in the process. Ready to submit a land use application to the Current Planning Team, please follow the steps below and reach out to 360-491-5642 or planning@cityoflacey.org  if you need assistance. 

Step 1 – Have you had a Pre-Submission Meeting?  A Pre-Submission Meeting is required for most land use proposals, including new and redeveloped commercial projects, subdivisions, multifamily, public buildings and industrial complexes.  The meeting allows staff members from various City Departments to review and assess the proposal based on current codes.  A few Limited Administrative processes, such as Boundary Line Adjustments (BLA), Tree Review Requests and Forest Practice Applications, do not require a Pre-Submission Meeting.  If you have not had the required Pre-Submission Meeting, please click the link below to request one.  If you have had a meeting or don’t need one, please move onto Step 2. Step 2 – Ready to submit a Land Use Application?  At your Pre-Submission Meeting, your assigned planner provided a “Submittal Checklist” along with the project notes.  All items noted on this checklist are required for formal submittal.  If you have all the required items, please contact your project planner (see below) directly to discuss submittal of your application materials. When your project planner indicates that you may proceed with the submittal, send your application materials directly to the project planner and to the planning@cityoflacey.org email address. If you do not have all the required items, please utilize the link below to find common application forms and design checklists that may apply to your proposal.  If your application has been successfully submitted, please move onto Step 3. Step 3 – I’ve submitted, what happens next? Once your assigned planner has done a formal intake, the application will be entered into our system, assigned a tracking number and assessed for fees.  Next, you will receive an email from a Permit Technician referencing your tracking number and providing an invoice.  Once the invoice has been paid in full; the review clock for the project will start.  At that time, all further correspondence will be with the assigned current planner.

For certain proposals, the City of Lacey issues a Notice of Application to inform the public and other agencies of key project details and timelines. A 14-day formal comment period begins upon issuance of the Notice of Application.

SEPA Determination

Threshold Determination

For proposals requiring State Environmental Policy Act (SEPA) review, the city must make a “threshold determination” to determine whether a project is likely to have any significant adverse environmental impact. The threshold determination process will result in either a Determination of Nonsignificance, Mitigated Determination of Nonsignificance, or a Determination of Significance.

Optional DNS Process

If the city determines that significant adverse environmental impacts are unlikely, it may use a single integrated comment period to obtain comments on the notice of application and the likely threshold determination for the proposal.
