Lacey Residents to Consider Formation of Metropolitan Park District

On August 5, 2025, Lacey voters will consider Proposition 1, a ballot measure that asks whether to form a Lacey Metropolitan Park District (MPD) to provide ongoing funding to maintain, operate, and improve parks, trails, recreational facilities, and programs.

In addition to the above, Proposition 1 would:
• Establish the MPD boundaries as the Lacey city limits.
• Establish the MPD to be governed by the Lacey City Council.
• Authorize the tax rate of up to a maximum of $0.45 per $1,000 assessed property value. Example: At the rate of $0.45 per $1,000 assessed property value, an owner with a property assessed at $500,000 would pay $225 a year or $18.75 per month (per household, not per person).

How would MPD revenue be spent?

MPD funds would be prioritized to add new park features requested by the community, maintain parks and park facilities, and support recreational programs. Adding these new park features may take longer to complete or may not occur with the current park funding.

The City gathered over 8,700 community comments on park and recreation needs. This data was used to update the 2023 Lacey Parks, Culture, and Recreation Comprehensive Plan. MPD funding would support projects and programs identified by the community, including new park features such as:
• Spray parks and other water play features
• Trails and natural space access
• Indoor playgrounds
• Sports fields
• Other outdoor features – pickleball, playgrounds, pump tracks, skate features, disc golf, community gardens/food forests

In addition, MPD funding would support expanded maintenance to keep park features safe and functional with routine service/repairs, safety inspections, lighting, landscaping, cleaning, and seasonal preparations.

What is a Metropolitan Park District (MPD)?

An MPD is a junior property-taxing district, authorized by state law, to manage, control, improve, maintain, and acquire parks, parkways, boulevards, recreational facilities, programs, and services.

Input Wanted on the Draft 2025 Comprehensive Plan Update

The City’s 2025 Comprehensive Plan (Comp Plan) Update provides a 20-year vision to guide growth, development, and public investment through 2045. It’s our roadmap for land use, compact development, housing diversity, economic vitality, and climate resilience. It’s shaped by extensive community input gathered throughout 2024 and 2025, as indicated by the orange circles in the diagram below.

As we approach the final phase of the process, we invite you to visit the project website (starting July 2) to review the 2025 Comp Plan draft goals and policies and provide additional guidance on how you want to see our community grow over the next 20 years.

2025 Water Quality Report Now Available

The City’s 2025 Water Quality Report (Report) is available online in six languages: English, Korean, Spanish, Simplified Chinese, Vietnamese, and Tagalog.

Great news! The Report shows the City continues to meet or exceed the water quality standards set by the Environmental Protection Agency and the Washington State Department of Health.

In addition to drinking water information, the Report features articles on the mandatory summer watering schedule, landscaping, backflow prevention, rebates, and more.
