Stormwater Strategic Plan Update

The City’s Stormwater Strategic Plan (SSP) will help guide Lacey’s Stormwater Utility programs and projects for the next nine years (2027-2035). The SSP highlights Stormwater Management Program (SWMP) activities, projects, and accomplishments from the previous nine years, describes how the SWMP will meet goals for the next 9-year cycle, and provides important background information about how Lacey uses current science, regulations, and best practices to manage stormwater within the City.
This SSP is organized into six sections. Visit each section below to learn more about key areas of the Plan. To learn more about the SSP’s development, check out the Story Map. We also invite you to provide comment on the SSP now through Monday, July 20.

Introduction
Introduces the 2026 update of the City of Lacey’s (Lacey) Stormwater Strategic Plan (SSP) to guide Lacey’s Stormwater Utility programs and projects for the next nine years. This plan describes Stormwater Management Program (SWMP) activities and projects for the 9-year planning horizon (2027 through 2035); SWMP goals and accomplishments; background information on local waterbodies, stormwater infrastructure, climate change, and the regulatory environment; and proposed programs, policies, and activities to meet Lacey’s long-term goals for the SWMP.
Background
This chapter describes the environment in Lacey that affects stormwater management, waterbodies within the city limits and the Urban Growth Area (UGA), climate change considerations, applicable regulations, and a brief history of the Stormwater Utility Fund.
Stormwater Management Program Evaluation and Recommendations
Chapter 3 summarizes the key elements of the Stormwater Management Program (SWMP) Plan that are required and recommended for future activities to meet 2024–2029 Phase II Municipal Stormwater Permit requirements and to meet Lacey’s long-term SWMP goals. The activities were developed based on an analysis of Lacey’s SWMP in relation to the 2024–2029 Phase II Permit requirements.
Capital Improvement Program and Maintenance Program
This chapter summarizes Lacey’s stormwater Capital Improvement Program (CIP) and Maintenance Program. The purpose of the stormwater CIP and Maintenance Program is to define capital and maintenance projects that make progress towards Lacey’s long-term goals related to the various program elements of the SWMP, including flood reduction, surface water quality improvement, public involvement, and other elements.
Plan Implementation
This chapter presents detailed information on implementing the required and recommended future activities presented in Chapter 3, and the stormwater capital projects and maintenance programs described in Chapter 4. The major components of plan implementation include staffing and resources for future activities, capital projects to address stormwater issues, infrastructure maintenance, collaboration, and utility finances.
