The City of Lacey (City) requests proposals to provide quality public defense services for indigent criminal defendants for a term minimum of two years commencing on January 1, 2025. The City provides public defender services in compliance with the Washington State Bar Association (WSBA) current Standards for Indigent Defense Services (Standards). Public defense services would need to meet current and any future changes to these standards, such as the WSBA recommended Standards for Indigent Defense Services, if implemented. The City recognizes that WSBA has recommended new Standards for Indigent Defense Services (WSBA Recommended Standards) that could be implemented between now and July 2025. Based on this information, the City is requesting that applicants submit two (2) proposals: 1) Based on the current WSBA Standards; and 2) Based on the new WSBA Recommended Standards.
The City welcomes proposals from both private law firms and public agencies. The City encourages interested parties who are eligible to provide services for all of the contract or a portion of the contract to submit proposals.

The mission of Homes First is to provide affordable, decent housing opportunities for low-income people in Thurston County, and by doing so, preventing homelessness and enabling some of the most vulnerable residents in the community to find stable, adequate housing.
The City of Lacey is committed to supporting affordable housing in the community and preventing homelessness through a multifaceted approach that includes collaborating with non-profits, community members, other municipalities, and state and federal entities.
Homes First received a $200,000 grant from the Washington State Department of Commerce Local and Community Projects to purchase a house in Lacey to support the Genesis House Project. The City of Lacey contributed $150,000 to support this purchase and is willing to commit $55,000 annually for a period of two (2) years for case management and other program costs associated with the operation of the Genesis House Project.
The Genesis House Project will provide housing and social services that support unaccompanied, young adult women aged 18-25 in finishing or obtaining their high school education, GED, or equivalent. The service provider shall try to prioritize finding program participants from within the North Thurston Public School catchment area.
The City and Homes First welcomes proposals from organizations of all types and sizes, with priority emphasis on partnership and focused outreach and services to young female adult populations.
