These funds are available as a result of the Thurston County CDBG Urban County partnership between the cities of Lacey, Tumwater, Tenino, Rainier, and Yelm, the town of Bucoda, and Thurston County. Thurston County is designated by HUD as the Urban County and is the lead jurisdiction for this partnership. Thurston County is responsible for contracting and compliance activities related to the CDBG program. Three rotating annual funding rounds have been designated through Memorandums of Understanding between the cities, towns and the county. The 2023 funding round is for projects serving the City of Lacey.

The City of Lacey is seeking proposals from qualified service providers of event coordinator services for the 2023 Lacey Mayor’s Gala. The Mayor’s Gala is scheduled for Friday, October 20, 2023, at South Puget Sound Community College – Lacey Campus (4220 6th Ave SE, Lacey, WA, 98503).
Proposals will be evaluated based on the coordinators experience providing services of this type, ability and capacity to perform the work, responsiveness and completeness of proposal, and proposed cost of services. The City received $499,550 from the Washington State legislature in 2022 for purchase and/or rehabilitation of a residential facility (e.g., single family house, duplex, etc.) to provide for an Oxford House. The residential facility is required to be long-term affordable housing. This will be accomplished through a deed restriction.

The City of Lacey (City), a municipal corporation, in partnership with Homes First, a nonprofit located in Lacey, is accepting proposals from qualified organizations to provide case management and social services for the Genesis House Project, located in the City of Lacey.
The mission of Homes First is to provide affordable, decent housing opportunities for low-income people in Thurston County, and by doing so, preventing homelessness and enabling some of the most vulnerable residents in the community to find stable, adequate housing.
The City of Lacey is committed to supporting affordable housing in the community and preventing homelessness through a multifaceted approach that includes collaborating with non-profits, community members, other municipalities, and state and federal entities.
Homes First received a $200,000 grant from the Washington State Department of Commerce Local and Community Projects to purchase a house in Lacey to support the Genesis House Project. The City of Lacey contributed $150,000 to support this purchase and is willing to commit $55,000 annually for a period of two (2) years for case management and other program costs associated with the operation of the Genesis House Project.
The Genesis House Project will provide housing and social services that support unaccompanied, young adult women aged 18-25 in finishing or obtaining their high school education, GED, or equivalent. The service provider shall try to prioritize finding program participants from within the North Thurston Public School catchment area.
The City and Homes First welcomes proposals from organizations of all types and sizes, with priority emphasis on partnership and focused outreach and services to young female adult populations.
